Yes, you should be able to retrieve your announcements in an RSS feed. As an example, here is the RSS feed for our demo site:
http://www.wp-timelineexpress.com/feed/?post_type=te_announcements

However, I’m not 100% certain that the RSS feed is ordering the announcements by the announcement date, but rather it is sorted in the RSS feed by the post published date.

We will need to do some digging and add some additional code in there to re-order those RSS feeds based on the announcement dates, exactly how the timeline sorts itself.
