Just following up to say that an investigation into exactly what happened and how to best fix it is currently underway.

To put it as simply as possible, the Russian forums are just fine, but WordPress kind of forgot where they were.

https://ru.ww.wp.xz.cn/support/ is back now. Investigation into why that happened and how to avoid it is still ongoing.
