Rules not working on backend orders

I activated the option “Apply pricing rules to backend orders” in settings but the rules are not applied when I create an order in the backend.
Could you le me know if this is a bug?

Standard way (Woocommerce>Orders, Add New) creates draft order,
but pricing plugins work with the cart.You can try my another plugin to create order

It uses temporary cart, so this pricing plugin should be able to modify item costs.thanks, Alex
