Same data across multiple hours

It seems the hour setting (In both the shortcode and widget) does not seem to correlate to the METAR data on the https://www.aviationweather.gov/metar/data?ids=KHTO&format=raw&date=&hours=4 website.

Here are my settings in the shortcode:
Hour 1
[adds_weather apts=’KHTO’ hours=1 show_metar=1 show_taf=0 show_pireps=0 show_station_info=0 radial_dist=100 title=”]
Hour 2
[adds_weather apts=’KHTO’ hours=2 show_metar=1 show_taf=0 show_pireps=0 show_station_info=0 radial_dist=100 title=”]
Hour 3
[adds_weather apts=’KHTO’ hours=3 show_metar=1 show_taf=0 show_pireps=0 show_station_info=0 radial_dist=100 title=”]

I also added a widget with 6 hours as the setting. All are showing the same data, even though different data is showing on the NOAA site.
