If I remember correctly, some Bookly features can only be accessed by users who are Bookly staff members. Try adding the new user to staff in Bookly settings.
Also, Bookly documentation mentions a role called “Bookly Administrator”. Maybe you also need to give the user that role? (One user can have multiple roles, so you could be an “Administrator” and a “Bookly Administrator” at the same time.)

I am already the main Admin and I created another WP user with Admin role. The main user I can do anything, but with this second user, I am able to create staff members, but not to insert categories or organize items.
The point is not Bookly because I created a user with same role, so it should be able to do the same thing, right? This is why I guess is something related to Menu Editor.
I’m pointing to Bookly because I’ve heard similar reports from other people where it turned out that the problem was that a user wasn’t part of Bookly staff.
What evidence is there to suggest that this has something to do with Admin Menu Editor? Does deactivating AME fix the problem?

I just found out the issue. After a deep investigation, found a global css hiding the element for that specific user. Sorry for that, nothing related to your plugin. It craked my head to find that today.
