Go to Appearance > Menu, and add the categories in the menu.

There is only uncategorized category in the menu. If I change the name of the uncategorized category to ( Al categories for example) and make all of others categories under it as sap and sap sap categories etc. Then add it to the menu. So will it showing like dropdown menu or I need to make menu again about custom links?

Adding Menus and Menu items is a default WordPress feature, and not specific to the OceanWP (or any other) theme, including the way how to build a menu with sub-menu items.
