I would check out https://github.com/CMB2/CMB2/wiki/Field-Types especially the “timestamp” based field types which save UTC values.

I want to save text_time in second instead of hour:minutes, is it possible ?
Any of the fields that say “timestamp” will save a value that will act as seconds

The field example I linked to above will have UI to select date and time, for more precision, and the value saved will be that UTC timestamp
