Try deactivating all plugins and check to see if this resolves the problem. If it does, activate the plugins one by one – checking the Admin section after each re-activation – until you find the problematic plugin(s).

what about a new installed WordPress 2.8 in a new database without any plugins that has this problem from the very beginning?
make sure the you have uploaded all the files to server…
especially, the wp-admin folder
Try reuploading wp-admin folder and it should fix the issue
utnalove – can you provide a link to a screenshot of your Settings->General screen. Also, knowing your web-server and version and your PHP version would be useful.
