You need to read the guidelines before posting here
http://codex.ww.wp.xz.cn/Forum_Welcome#Offering_to_Pay
Any thread that offers any service for money can be closed at any time. We are not against paid services but these forums are not the right place for them. Please use WP Jobs instead.
If you’re not satisfied with this protocol then try support services other than those available from ww.wp.xz.cn forums, perhaps WP Jobs since you did offer to pay someone?
I did not offer any services for money. I noted that someone who tried to help me had a website that also fixes problems for pay. I was making an inquiry regarding that.
My scheduler does appear to be related to the time zone issue. If I want a post to go out by 10 am central time, I have to post by 8 am with a time schedule of 10am. If I am not in the two hour time frame, the scheduler does not work. I am central time, the host servers are on Pacific time. They changed my php.ini to central time. I called the host regarding the suggestions from yesterday (closed post) and they don’t have any answers. If someone else does, I would be very appreciative. Thank you

Sorry, but there’s not really much leeway when it comes to offering/inquiring/asking about paid services. Those topics get shutdown quickly and appropriately.
Instead of belaboring that point let’s move past it and focus on your issue.
You’ve written something that made my ear perk up.
If I want a post to go out by 10 am central time, I have to post by 8 am with a time schedule of 10am.
That’s good and I suspect your scheduler is working fine. I think PHP and your server don’t agree about which time zone should be honored.
Visit http://your-url-here/wp-admin/options-general.php and reply back with what your sites WordPress timezone reads.
Not what it should be or what it actually is for your server, please share what is displayed next to Timezone on that page.
On my test installation mine reads UTC+0 which is incorrect BTW but I don’t schedule posts on that site.
I don’t want to belabor the point either. A heads up for a new user would have been fine and I would have honored the request. Did not mean to breach protocol.
Yes, there does seem to be conflict as to what time zone should be honored.
Timezone UTC time is 2013-08-11 23:32:36 Local time is 2013-08-11 18:32:36
The 18:32:36 agrees to Central time
Should I get my time zone settings at the site’s WP General settings to sync to 23:32:36 time zone?

That’s what I would do. Once that’s done try and schedule a post to see when it actually gets published.
Have you asked Woo Themes about this – your theme vendor?
Shoot, still misses schedule! Have an email out to the host and will add info about UTC which is actually Accra – Go Figure! Appreciate your help
Woo themes does not support the theme any longer due to a dispute with word press. Will see what the host comes up with and if no response, will go in a different direction.
The writers are frustrated as they would like to schedule out their posts the night before and have them go out at optimum times so they won’t have to take time away from their day jobs to publish articles.
“Woothemes does not support the theme any longer due to a dispute with WordPress“
That type of language is not something I would have expected from a responsible member of either party. Please review that directly with each.
I think, in translation, WP has updated core functions and the theme’s code no longer works. Please look for a theme that is up to date and note that it is common for Commercial Theme vendors to stop supporting older products. They want their customers to keep paying. WordPress wants you to keep using WordPress without issues.
Will look into but a massive rebuild of the website is not something I can take on at the moment. Thanks so much for your input
