I don’t have that problem, maybe the problems comes from another differente plugin?
Try deactivating all plugins and activate ONLY Schema plugin. Then check again.
Josh, I am not sure, but maybe the Schema plugin is causing some extra queries to the database which prevent category creation. At any how, you should consider reducing the number of categories, it may slow down your site and effect its performance.
I have the exact same problem as Josh Carter.
If I enable Schema, +Add New Category dissappears, if I deactivate Scheme, the add new category link comes back.
Is there any way I can have Schema plugin running AND keep my +Add New Category link on the Post Editing screen?

I have deactivated all plugings and thoroughly tested it. It s 100% linked to the Schema plugin. I am keen to get it resolved and I do not want to remove the Schema plugin but rather help with fixing it.
I attempted to delete a post category recently and this error appeared which as you can see mentions the schema plugin. I’ve also copied the URL.
