I have it turned off by default, because it gets in the way! But you can easily turn it on again with the scrollwheel attribute:
[flexiblemap center="-34.916721,138.828878" scrollwheel="true"]

but I am actived panning and not working..

I can’t speak for the Flexible Map Options plugin; that’s by another author.
The scroll wheel will zoom if you use the attribute in the shortcode. Here’s a working example with KML.
[flexiblemap src="http://webaware.com.au/maps/example-toronto.kml" width="100%" scrollwheel="true"]

Ah, sorry for the confusion. The latest Google Maps API update has removed the panning controls. I’ve removed that setting from the manual page now (thanks for the prompt!)
