Search and Progress Bar

Ok so I have a client who is trying to set up a website which will search for trademarks and tell the searcher whether its available or not. So far I have set him up a WordPress site with a custom search form, but thats where I get lost.

Does anyone know what the best way to go about this thing?

I figure my client will need to upload his database of trademarks in the form of posts so the search can find them. He also wants a progress bar which I assume would be done by modifying search.php. He basically wants the same thing as http://www.trademarkdirect.co.uk The thing is I’m now starting to think this is way beyond my knowledge and it could be worth outsourcing the production of an app that will sit inside wordpress. Also starting to think he doesn’t need a CMS system.

Can anyone please advise me on this?
