Search Everything options missing from Plugins screen

Once installed and activated can only access options/settings from first information screen. If I go to the plugins screen it only shows deactivate and edit. And of course edit takes me to the PHP editing screen. Not very helpful for a non-programmer.

I can access it if I remember the following URL:

http://www.domain.com/wpblog/wp-admin/options-general.php?page=extend_search&se_global_notice=0

And before you ask I have deactivated and reinstalled numerous times on a couple domains with the same results. Can only get back to settings screen using URL not plugins screen.

Please advise.
