Search missing some tagged items

Hi,
I’m searching products that belong in two major branches of the category hierarchy, and search for a term that is in a product tag. The store is sheet music and CDs, and everything is tagged by instrument. When I search for flute, I get all the sheet music tagged with flute, but none of the CDs.
My site is only local so far, but I hoped you might have an idea why.
Search Everything did fix the WooCommerce basic search that found everything that was in the same category as something with the searched-for tag, so the search is better than before.
