Second formating bar hidden

I have one admin user that shows both toolbars all other admin users are missing the second toolbar it is there but for some reason has display:none set on it. This started with the last tinymce update. It is also missing if I add new admin user. I have checked all the tinymce settings and resaved them but still the second line of the toolbars are missing from all but one admin user.
