The same for me. Safari/Chrome, osX/iOS Conditional logic dropdown and Members, Capabilities tabs not working.
For example pressing Members tab changes the address from /wp-admin/post.php?post=1591&action=edit to /wp-admin/post.php?post=1591&action=edit#top#rua-members and nothing else happens.

Can you please tell me what plugins you have on your site?
This error is most likely caused by an incompatibility, so if possible, you should try to deactivate the plugins one by one and see if that helps.
Didn’t try them all, but tried those that theoretically could have caused the problem. No luck.

those that might have caused as i see it are wprocket cache and Content copy protection. But disabling them changes nothing…

Thank you for the list. However, intuitively it is very hard to determine whether or not a plugin will cause an incompatibility.
The problem, in short, is that many plugins add JavaScript to all admin screens, even though those screens don’t need them. In some cases, the scripts contain bugs, which can cause every script on the page to stop working properly.
I know the following plugins on your list work with Restrict User Access: Contact Form 7, Limit Login Attempts, Regenerate Thumbnails, WooCommerce, Yoast SEO

Great that you found the cause. Would it be possible for you to contact the developers of that plugin? You can refer them to this thread.
I’ve just tested with my other one-page site (artemchuk.ml) with WordPress 4.6.1 and still nothing. The site had 5 plugins running and even after disabling them all Restrict User Access is not working.
I just pushed a fix out to make sure other plugins don’t add scripts to the level screen. Let me know if this resolves the issue.
Thank you for your work on this matter. The “Memebers” and “Capabilities” tabs are now working, but still no luck with Conditional logic. Same goes for both websites even after disabling all other plugins.

So you are still not able to add or edit the conditions? Or do you mean that the conditions aren’t applied properly?
When i select any of the “Conditional logic” items nothing happens.
The “Memebers” and “Capabilities” tabs are now working though.

Can you try to clear the cache in your browser and see if that solves the problem? If not, please open the browser console (F12), refresh the page and tell me what it says in the Console log.
