Selective admin plugins

Can you describe (if possible) how to apply a different set of disabled plugins to admin section?

I applied selective plugin loading to admin section, but there are a couple of plugins I can’t access in admin. Those plugs I want globally disabled by default on the front on, but I need them on in admin.
