This error often occurs when you attempt to send an email from a site that isn’t whitelisted on your Brevo account. To fix it, you’ll need to whitelist your site’s IP address on your Brevo account.
1) to find your site IP, please use this tool and enter your domain name;
2) then, go to the Brevo security settings section (link);
3) add your site’s IP(s) to the “Authorize new IP address” section (screenshot).
Once you complete the above steps, wait at least 1 hour for these changes to propagate and try sending a test email (WP Mail SMTP -> Tools) from your site.

Please note, that this error is returned by the Brevo mailing service and they require to perform the above-mentioned steps.
