1. WordPress version
2. WooCommerce version
3. Active theme.
Also, can you please check if the issue is replicated with only WooCommerce and the Quotes plugin active with a default WordPress theme like Storefront?
If not, then the issue is being caused due to a theme or plugin conflict.
Please try activating one plugin at a time to find the conflicting plugin.
Please let me know the results of the tests so I can help you further.

2. WC Version: 3.5.3
3. Theme: Default Twenty Nineteen Version 1.2
I deactivated all the plugins, having only WC and the Quotes plugin activated and the issue still persists.

I tried replicating the issue with the plugin and theme versions you mentioned above. However, I was unable to replicate the issue.

Hello, I am reopening this thread as I’m also having an issue with the SEND QUOTE button: the customer never receives the quote.
I’m using:
1. WP version 5.1.1
2. WC version 3.5.7
3. Theme: Divi
I tried deactivating other plugins and using the default theme with no luck.
