Send Rate when using ElasticEmail

If I’m using ElasticEmail as my 3rd Party SMTP service, what (if any) effect does the send speed have on delivery of new post notifications? Is my hosting provider’s (Dreamhost’s DreamPress) server settings even involved?
I thought that by using the 3rd Party SMTP service, the messages were being sent by them and THEIR limits would apply (i.e. the message and recipient lists get forwarded to ElasticEmail who then iterates through them)… but it seems like my install of MailPoet is actually generating each individual email but just connecting to ElasticEmail as the outbound SMTP server. Is that right?
