This is a default feature of WooCommerce core and can be achieved by setting your products as Downloadable and Virtual, as seen below:

I need the buyer to receive not a link to the file, but the file itself. A letter with an attached attachment in the form of a file that the buyer has paid for. Or several files if more than one was paid for.
I understand that you want to send downloadable products as attachments. By default, WooCommerce does not offer this option because the file size of downloadable products may exceed what email systems can typically handle.
I found this guide that explains how to add attachments in order emails, but I can’t tell if there’s an option to trigger the email to be sent after the customer paid, I suggest you give it a try and link the email to a virtual product.
