    Is it possible to send the letter/petition to certain email addresses depending on what postal code is entered into the form?

    No, I am sorry, that would be too difficult.

    I do understand what you are trying to achieve, but the complexity involved given the differences in postal code format in different countries makes it not worth my time and effort.
