Separate Post Snippet content editor

There was an “Editor Role” thread recently regarding letting Editors edit snippets. It’s great that this was added so that anyone edit_posts capability access the Snippet Editor.
However, I’d like to see something more restrictive and granular.
It’d be great to be able to set certain Post Snippets, perhaps via an “Editable” checkbox, that can via accessed via a top-level admin menu call “Snippets”, so that Editors and Authors can edit the snippet values only (not the name, variables, php controls, etc.)
This would be great to allow content managers to be able to edits snippets of content that can be used in templates or pages throughout a site.
They can be presented with just the un-editable Name & Description and then a single field to edit the Snippet’s content.
Something like this would greatly extend Post Snippets usability as part of a CMS.
