Here is the correct link for the second one.
I have looked at your images and have no idea what your trying to accomplish ? I could better assist you if you provide a link to the site as I do not see any “separators” in the images you linked.

http://highmountainhealth.org/home/jobs/apply/306/ (job application on the website)
Underneath each field, there are grey separator lines, horizontal rules.

At the very bottom of the application underneath the check box field but above the Submit button an extra, blank area is there. In the App. Form settings page, I try to delete it (it is labeled as a Text Input field), but as soon as I save it shows up again.

I am trying to get rid of the separator lines (priority), as well as the blank area if possible.
There are not any page separators in there. Those lines you see are coming from your Theme Style sheet.
That last Text area showing in the back-end is just a place holder so the user knows another form field is available. It is NOT active on the front end.
What you can do is copy the JM display.css to your themes style sheet and using
a tool like Firefox Firebug style your Application the way you want.
(job-manager/css/display.css)
An alternative, if your not css savvy is to use a tool that’s been set-up to work specifically with Job Manager for styling – That’s CSS HERO you can see the info on our support site for Recommended Plugins
