Personally I recommend the WebP Express plugin. I’ve been using it for years and can confirm that it works nicely with WordPress Popular Posts.
Note though that while you’ll see the .jpg extension still being attached to WPP’s thumbnails WebP Express is actually serving .webp images (check their FAQ for more details.)

I have a different problem. My popular posts show the default “No Thumbnail” image for posts where the first image (featured image) is webp.
Given the fact that stock WordPress doesn’t support .webp images I assume that you’re using a plugin to be able to set a .webp image as the featured image @abegreenpress. In such case it’s likely an issue with the way that plugin works but this is all just speculation. I’d need more info so I can help, so please open your own topic and share more details (eg. how you’re able to set .webp images as featured images).
