There isn’t a default option to limit available quantities for backorders in WooCommerce settings, but someone made this feature request on our Ideas Board. Feel free to add your vote(s) to it. The more popular an idea becomes, the more of a priority it is for our developers to review.

For the moment, any extra option not included within the default functions needs to be added via plugin/extension or using a custom-coded solution.
