I Don’t mean to change the permalink, but I mean to decide the permalink when creating a new post. I want to know if it is possible to determine it, inside the action create a post.

No, the “Create a post” action does not includes this option but I added it to our roadmap from your initial request to allow both, set the post slug when create a post and also allow to update any post slug
