setting up MySQL Database

hi. my website is hosted by godaddy and i will be using wordpress to populate the site. i installed wordpress through godaddy. since i am a newbie i bought a book about using wordpress, and i am up to the instructions for (i) obtaining an FTP application and (ii) setting up the MySQL database. my question is: if wordpress was installed through godaddy, the host, will it be necessary for me to go through these steps? or, perhaps these steps will be needed when i am ready to publish the blog (there will be a lot of content needed to be created and posted on wordpress prior to transferring what is on wordpress to the godaddy hosted website)? thank you!
