The plugin adds a top-level menu item at the ‘utility’ level. In my WordPress install the plugin appears below the Settings menu item on sidebar menu listing.
The settings page should also be linked from the plugins listing once activated.

I tells me You do not have sufficient permissions to access this page when I type in that url in the backend
Do you see a link to the settings page from the plugin listing row? Are you running a single-site or multisite install?
Are you a site administrator with manage_options capability for the site?
I am running a single-site install. I am the site administrator with full access. There is no link in the settings page also.
I have the same issue as anniechang. I tried going to http://www.mysite.com/wp-admin/admin.php?page=twitter
and got this error: You do not have sufficient permissions to access this page.
I’m having the same problem, their is no menu item and when I go to “/wp-admin/admin.php?page=twitter” I get this error massage “You do not have sufficient permissions to access this page.” I have full rights to the site and I’m the only admin. Here is a list of plugins that I’m using, just in-case their is a common plugin being used by all of us.
