“settings” missing from dashboard menu

Thanks in advance to anyone who’s willing to help.
We have three .org WP sites. One of these has content, the other two have yet to be developed. I’m working on the second of the three.
On the site we DID develop, the left menu on the dashboard includes “Settings” and “CPT UI” but on the other two sites, these items are missing from the dashboard main menu. I know I need Settings currently, and for all I know I may need CPT UI at some point.
How can I get these to display on the dashboard for all three of our sites?

CPT UI comes from a plugin, https://ww.wp.xz.cn/plugins/custom-post-type-ui/, so you need to install that to get that menu item.
If settings is missing, try this:
This may be a plugin or theme conflict. Please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles.
If you can install plugins, install “Health Check”: https://ww.wp.xz.cn/plugins/health-check/ On the troubleshooting tab, you can click the button to disable all plugins and change the theme for you, while you’re still logged in, without affecting normal visitors to your site.
Thanks, I’ll try to disable plugins. (We’re already using a default theme.)
It looks like I don’t have the appropriate access to disable plugins and will have to get local tech support involved instead. Thanks for your help.
I’m marking this as resolved for now, though I really don’t know whether it will be, but no point in asking for more help if I can’t do what needs to be done.
