Settings not available in WP admin

I installed the plugin first via the admin interface plugin search, then tried again and downloaded 1.3.3 and uploaded via admin interface. In both cases the problem is: in the plugin list, there is no Settings link. Only Activate/Deactivate and Edit.

What could be the problem?
