Try switching the API method to CURL in the plugin options and see if that helps.

that got rid of the error, but still no ad on the page.

I checked the code on the HTML output and found this..
HIDDEN APIP ERROR: SignatureDoesNotMatch: The request signature we calculated does not match the signature you provided. Check your AWS Secret Access Key and signing method. Consult the service documentation for details.

when I copied by secret key I missed a couple of characters on the string.
every thing is working now, both with file_content() and CURL.

I was going to tell you to try to make sure you copied the Keys correctly, but I was away from the PC last night and was having a problem responding via mobile.
