Each site can have its own theme. I’m not sure if that’s what you are referring to.

To set up a theme that any site can use
1) Go to Super Admin -> Themes
2) Select enable for all themes you want enabled.
3) Save 🙂
To pick a theme for a specific site:
1) Go to http://thatsite.domain.com/wp-admin (or http://domain.com/thatsite/wp-admin if using subfolders)
2) Go to Appearance -> Themes
3) Click on the theme you want to activate 🙂

I was hoping to get around having to configure all widgets again, it sure would be easier only to make changes in one place.
It this possible?
No. WordPress Multisite was meant to run multiple, separate, sites. CSS you can easily share with themes, widgets not so much.
