Are your referring to when two different users login to your site from the same PC they see the same cart?
I so this could be related to your browser cache or cookies as it’s not something which I could replicate on any of our tests install when testing and logging in to multiple different customers.
It may also be a plugin on your site which is caching pages which would explain why customers may see past content.
