@bethplummer The built-in flat rate shipping methods will not work for the shipping tiers/conditions that you described.
I’d recommend the Table Rate Shipping extension to set this up. This plugin will allow you to configure a table of rates, where you can enter the different rules of your shipping costs.
Hi, Is this plugin only for wordpress.com websites. I have a self hosted WordPress site. I see where you can try before you can buy, but it takes me to wordpress.com

@bethplummer No, that plugin can be installed on both WordPress.com and self-hosted sites.
You will need a WordPress.com account in order to test or purchase the extension, though. Once purchased, you will have access to the plugin files for you to install on any WordPress sites.
If you use the test feature offered on that page, you will be taken to a temporary WordPress site where you can see how the plugin works. However, if you’d like to test it out on your own site, I’d recommend going ahead and purchasing the plugin. WooCommerce.com has a 30-day refund policy. If you purchase a product from there and within this 30-day period you realize it won’t work for what you had in mind, you can request a full refund.
