Shipping Country problem

When a customer goes to the cart page they enter their country and state and hit calculate. Their shipping cost sets in. Then they go down and enter in the email address and billing details this is where the problem starts it clears the country and state info and asks to recalculate and it keeps doing this. You can’t get past it and the product can’t be purchased.

Not sure what other info you would need to help figure this out.

I do have the latest version of both the plug and wordpress.
