Do you want to set different product prices per shipping class, or you want to set different shipping prices per shipping class (for each city)?
Shipping classes can be used to set different shipping costs. If you want to set different shipping costs for different cities based on the shipping class, then you’d need to do the following:
1. Set up separate shipping zones for each city. You can find details about setting up shipping zones here: https://docs.woocommerce.com/document/setting-up-shipping-zones/
2. In each shipping zone, add the flat rate method based on shipping classes. You can find more details about it here: https://docs.woocommerce.com/document/flat-rate-shipping/

Im little confuses, I want this:
I have “Category A” with “Shipping class A” and 3 cities; “F” “G” and “H”.
Category A with shiping class A cost 1 usd to city “f”
Category A with shiping class A cost 2 usd to city “g”
Category A with shiping class A cost 3 usd to city “h”
Then I have “Category B” with “Shipping class B” and the same 3 cities; “F” “G” and “H”
Category B with shiping class B cost 1 usd to city “f”
Category B with shiping class B cost 3 usd to city “g”
Category B with shiping class B cost 1 usd to city “h”
I need only shipping class different cities, because I have same price for all products.
I have some products near city “F” so shipping cost is less than sending to city “G” and “H”, then I have some products far away from city “F” so cost more. That why I use shipping class.

For this setup, you will need to do the following:
1. Create three zones, one for each city F, G and H.
2. The add a Flat Rate method to these zones. For example, for Zone with city F, add a Flat Rate method as shown here: https://d.pr/i/gl6dht
3. Then in the Flat Rate setting, define separate shipping costs for Shipping Class A and Shipping Class B as shown here: https://d.pr/i/tKpJhP
Do the same for other zones (G and H). With the above setup, you would be able to set different shipping costs for products based in different zones based on their shipping classes.
