We removed this because plugins cannot add additional content to shipping methods inside select boxes. It can be restored with a template customisation.
Radios allow extra content per method.

I have sites down to mobile devices now. Major BIG PROBLEM
Not sure what you mean there – the actual choices will be identical, and radios can be used on mobile fine. if the styling is wrong, the theme may lack some CSS rules.
