Shipping Method Rules include Product Taxes

It appears that when calculating shipping method rules, any declared price is compared to the total of the product prices + the taxes for those prices.

I set up a flat rate shipping method for produces priced 0-49.99, and another one for 50-99.99

However, when the cart has a total cost of 49.95 from 5 items (9.99 each) the calculator uses the second shipping method (50-99.99) instead of the first(0-49.99). This seems odd to me, as the option is labeled as “Cart subtotal” and the subtotal of the cart is 49.95.

I played around with a variety of tax rates and cart totals, and i’m fairly confident this plugin is calculating the possible shipping methods based off of subtotal with taxes included.

Is there a fix for this, to exclude tax rate?
