Hi Repon, yes. Both pages (on the Pages List view) say by default they use the Classic editor, but on editing them (in Code view) it seems the Cart is using Classic, and the Checkout contains Blocks.
I don’t know how/when this occured. Block would seem a more modern way to go, but It’s the Checkout view (see original post) that displays the Shipping Request not adjacent to its parent radio button. Is this curable in block mode, or should I move both to classic?

I’ve looked at doing it with CSS (e.g. flexbox), but not found a way, and in any case it’s not really a desirable solution.
I have placed the “Request Quote” button at the bottom of the Checkout page (Block layout). Unfortunately, there isn’t a suitable way to position it inside the shipping section as in the Classic layout. I recommend using either the Classic layout or the Block layout for the Cart and Checkout pages.
Below is a Classic Cart page*. But the Shipping address is not displayed in the Radio button area it belongs to. In our use case, it’s more confusing as the address looks like it belongs to the ‘Local pickup’ shipping option.** As you have injected the ‘Request a shippping quote’ in the right place, presumably you could/should include the address ? (please 😉
* the Cart page (for some unknown to us reason) just contains the code: "<!-- wp:woocommerce/classic-shortcode /-->" Is there a better option? Also what should the classic checkout page code contain?
** fyi – The test case shown is where a customer originally asked for a quote, then later chose to ‘Collect’
