I disabled Jetpack and now the shipping plugin seems to work to purchase labels. So there’s something about these two being configured incompatibly. I remember struggling with that when I was first setting up the webstore, but I still don’t understand the role of Jetpack in using Woocommerce or the shipping plugin, and the documentation on using these together is not super informative. If there are key configuration parameters that should be checked, please let me know.

Thank you for sharing the log. I’ve reviewed it, and it appears your site is running into significant memory exhaustion issues. This would explain why things work when one plugin is disabled, but problems arise when both are active, as running them together exceeds the available memory.
The log shows multiple memory exhaustion errors involving different WordPress components, including WooCommerce, Jetpack connection attempts, WordPress API calls, and various plugin processes.
A quick step you can try is increasing your PHP memory limit to 512M or 1024M, depending on how many resource-intensive plugins you’re using. You can do this by editing your wp-config.php file and adding the following lines near the end of the file:
define('WP_MEMORY_LIMIT', '512M');
define('WP_MAX_MEMORY_LIMIT', '1024M');
After saving the file, try enabling both plugins again and see if the issue persists. If the problem remains, it’s possible the memory increase wasn’t applied successfully, in which case you’ll need to contact your hosting provider to request that the memory limit be raised to at least 512M.
When you reply, please also share your system status report by going to WooCommerce > Status > Get system report > Copy for support and posting it on pastebin.com, just as you did with the log. This will help me get a better understanding of your site’s environment.
