Hi @cshinkin,
To make sure if I got it right – the products you are selling are packed into sets, so 1 product contains 3 items, 2 contains 6 etc. and you want the shipping costs to be calculated e.g. like this:
1 product (3 items) – $5
2 products (6 items) – $10
3 products (9 items) – $10
4 products (12 items) – $10
etc.
When the maximum shipping cost amount is reached ($10) it shouldn’t change no matter how many products are in the cart. Is that correct?

Not sets – mostly these are individual t-shirts. My printer is saying up to 2 items shipped in UK would be 6 (3 each) and after that 3 items and more can still be 6. Similar for USA and rest of World but 10 maximum (2+). So yes after either 6 UK or 10 US it shouldnt change.

I’m afraid that to be able to fulfil that scenario you will need to create the shipping cost rules based on item quantity like this:

Unfortunately it is a feature available only in the PRO version of our Flexible Shipping plugin and we are not allowed to talk about it on this forum since it is dedicated only to the free one.
