Shortcodes come with Events Calendar PRO only.
Alternatively you can try a third party plugin like this:

I understand the need to turn a profit for your work but thats something that should be noted (along with the fact you cant do recurring events) in the description before people start adding a bunch of events only to find out that they cant use short codes on their site without getting pro

Also checking now the product page here for The Events Calendar, it says the following:
Looking for additional features like recurring events, ticket sales, user-submitted events, automatic imports, and more?
Check out Events Calendar Pro, Event Aggregator, and more add-ons
I believe that is a clear indication that recurring events are not part of the free version of The Events Calendar.
While it is not mentioned on the page that shortcodes need the pro version, there is a checklist of the features of The Events Calendar, which does not list shortcodes as a feature. Nonetheless I will bring this to the attention of our marketing team.
