Or is there a way to move the plugin so that it is not in the header, I would like it to be before the tabs, can I move it? I want to buy the premium version but first I want to make sure that I can move.

A sticky add to cart bar appears only on the product page. Because of that, we can not create a shortcode, a shortcode can be used anywhere on the website.
There is a built-in feature called “Position of Sticky Bar” that sets the position (Top or Bottom) of the sticky add-to-cart bar on the page.
