Shortcode Implementation help

Trying to create a plugin that extracts a table from the wp database and renders it out into a shortcode.

admin panel works fine

in the post, the table renders but NOT at the point where the shortcode was added, it renders beneath the footer.

should I be using some sort of action? it has me totally stumped!!
