Shortcode [product_attribute]

It seems like the shortcode [product_attribute] is not working.
For example, [product_attribute attribute=”color” filter=”blue”]
From my understanding, it would list out all the variable product which have COLOR attribute and its value is BLUE. Am I correct?
I did create all those variable product with attribute, but it show nothing.
