Well, the purpose of Maintenance is to show a temporary page while you are working on the website. So in order to prevent any unintended output and errors from getting printed while you are working it won’t load any plugins/theme files/etc. So shortcodes won’t work, sorry 🙁
well, that does make some sense, I guess I think there should be a way on the free version to embed a form to collect visitor information versus needing the paid version.
on the FAQ for WP Maintenance it says; “Is WP Maintenance compatible with all plugins and theme? Yes it is. You can use it with any theme and any plugins.”
Based on your response it would indicate the line item for your FAQ is incorrect. I plan on buying a team license and eventually the agency just… to get this to work how I envisioned doesn’t sound like an option.

Well, even in the PRO version, shortcode support is also limited 🙁
Our other plugin, https://ww.wp.xz.cn/plugins/under-construction-page/ does try to provide shortcode support in the PRO version but we still recommend it’s built-in forms for collecting subscriber data.

got it, and there is no workaround to enable some type of form on the free version I use WP Forms if it makes a difference and Newsletter by Stefano Lissa & The Newsletter Team.

Yes, but like I said, Maintenance loads before other plugins and then stops the others from loading to prevent various other things from being printed on it by other plugins. Users ended up having various things like footer code, bits of HTML, errors etc. printed on the maintenance page in the past so this was the most requested solution 🙁
It’s intended as just a maintenance page, not a landing page builder.
