1. Do you mean that the buttons that generate the shortcodes are not showing in the admin or that shortcodes are not working in the front end?
If admin have you made sure the toggle button is clicked on the right of the visual editors buttons.
2. I see that your using jetpacks “photon” which I’ve had serval people tell me isn’t working very consistently try deactivating as a test.

Have you tried deactivating any other plugins? Also, are you up to date on the theme and all your plugins?

So the toolbar toggle is actually the very last button on the right. Click that and your shortcode buttons should open up underneath.
