Do NOT configure upload access in Table VII-A for ‘normal’ users.
Note: If you test this as administrator, you can upload everywhere. Test it as ‘normal’ user.

Do this as you said, but the result is the same. Only the admin see all albums and normal user see only the public and the own album
Are we talking about front-end or back-end. I can not imagine that a user can not see other users albums at the frontend.
At the back-end ( admin side ) they can not see others albums.
