Hi alexgr. Welcome to the Hueman forum. The native WP menu widget doesn’t expand outside the sidebar. The HTML structure of your menu would be there but you’d need to create quite a bit of CSS, and possibly some jQuery, to get it to work.
You could try doing it with just CSS:
